EXIM Raises Potential Financing to $375M (All figures in US$)

FRC Analyst's Comment

COBA has received a new non-binding LOI from the U.S. EXIM Bank for up to $375M in debt financing, an increase from the previous proposal of $317M, to support the development of its cobalt-copper projects in Chile. Importantly, the financing is being considered under EXIM programs designed to reduce U.S. reliance on China-controlled critical mineral supply chains, particularly for cobalt and copper used in batteries, aerospace, and defense.

The company is also evaluating additional financing under EXIM’s Supply Chain Resiliency Initiative. We view the LOI as a meaningful de-risking development, and potential financing catalyst, although it remains non-binding and subject to due diligence, and final approval.

Shares of COBA are up 661% since we initiated coverage in October 2025, making it one of the best-performing stocks in our coverage universe. We will publish a detailed update report shortly.

Reaches Key Processing Milestone at its NeoRe project in Chile

FRC Analyst's Comment

COBA has reached a technical milestone by producing its first rare earth carbonate concentrate as it commenced commissioning of a pilot modular extraction plant, validating the project's extraction process. The plant will convert mineralized material into concentrate, the first step in the processing flow. We believe this milestone reduces technical risk and supports future project financing and strategic partnership discussions. The concentrate will serve as feed for a separate rare earth separation pilot plant, currently under development, which is expected to produce individual high-value rare earths.

The company is also advancing drilling, engineering, permitting, and discussions with potential strategic partners and offtake customers to establish an integrated rare earth supply chain. The Western world is looking for domestic sources of rare earths to reduce reliance on China.

While these developments are encouraging, we note that the project remains at an early stage, with no mineral resource estimate or economic study.

Glencore (one of the world’s largest mining companies) and Madesal (a Chilean private investment group) invested $2.5M in COBA, increasing their stakes to 5.6% and 7.4%, respectively — a strong vote of confidence in the company. The financing strengthens COBA’s balance sheet as it advances exploration at its La Cobaltera, El Cofre cobalt-copper, and NeoRe projects in Chile.
